At the heart of this stupid idea is some bureaucrat somewhere, likely at the state level who does nothing but cook up a hairbrain scheme like this (at your expense let's not forget) so they can say "look what I did, I came up with this program/idea/policy/whatever" in an effort to get promoted or boost their career in someway. I have to deal with these numbnuts on a daily basis in the AF (except we call them "field grade officers" or "senior enlisted"). These people are masters of an art in which they can come up with some stupid idea that at the most superficial level sounds like a great idea, but to all those capable of thinking past step 1 (an ever shrinking population I might also add), it is clearly stupid, and they can provide all sorts of six-degrees-of-seperation data and pseudo-statistics that also appear to support and validate the success or merit of their little idea. It's government run amok. Inescapable. You guys got off light @ 15grand
